In this study, Molly Milligan of the Center for Governmental Studies analyzes voter registration data and recent primary election results to estimate the potential effects of the passage of Proposition 14, the open primary initiative on the June 2010 ballot. Among other findings, her analysis predicts that one-third of congressional and state legislative primary elections could result in general election run-offs between two candidates of the same-party and that the change could make elections more expensive.

Analyzing a survey of more than 1,000 Californians, the authors find counterintuitive divides in support for constitutional reform, especially between "new" Californians (Latinos and Asian-Americans) and "old" Californians (African-Americans and Whites). As support for reform also varies depending upon geographical area, the authors believe that building consensus around any reforms will be difficult, requiring time and persistence.

After demonstrating the current budgetary process's failures, Kasdin proposes a grand bargain to ameliorate the problems: a hard spending cap; the elimination of the two-thirds requirement for budgets and taxes; and reducing the power of expenditure-related citizen initiatives. According to Kasdin, the changes, which would be established through a limited constitutional convention, would make the budgetary process more timely, effective and efficient.
