California Legislature May Be Serious About Reform After All

Finally, a sign that California lawmakers are serious about state government reform.
After months of hearings that seemed to be headed nowhere, Democratic leaders of the Assembly and Senate on Thursday announced a package of proposals that would address many of the state's most serious problems. With the demise of the constitutional convention movement and the inability of reform groups in general to finance signature-gathering for initiatives, this could be the last chance for serious change.
And it will all come down to a few Republican votes. Two-thirds of both the Senate and Assembly must agree to place the package on the November ballot, which means Democrats can't do it alone.
