A few green shoots ---- and one weed ---- of government reform surfaced Monday in the Legislature's Select Committee on Improving State Government.
Democrats proposed reforms along the lines of those proposed by the California Forward group, which includes moving to a two-year budget cycle, a five-year fiscal forecast, pay-as-you-go operations, and a 10-year performance review. Unfortunately, it also allows adoption of a budget by majority vote.
