City of Ontario Transactions and Use Tax Measure

Measure H would amend the Ontario Municipal Code to enact a 1/2% supplemental general transactions and use tax (sales tax) to be administered by the California Department of Tax and Fee Administration.

This measure requires approval by a majority of voters voting on the measure to pass.

Fiscal Impact: Measure H is estimated to provide an additional $32,500,000 in annual local funding to the City budget.

Pro:

Supporters say that Measure H will protect public safety and the essential services residents rely on every day, including: Maintain fire, paramedic, police, and 911 emergency response; Repair streets and potholes, and reduce dangerous speeding; Keep neighborhoods and public spaces safe, clean, and well maintained; Expand affordable housing for seniors, veterans, and working families; and Support proven programs addressing homelessness.

A YES vote on this measure means: you support enacting a 1/2% sales tax.

Con:

Opponents say that in 2022, voters approved a 1% sales tax bringing City Hall $60 million a year. Four years later, they're back with the same promises, demanding another permanent tax. They argue that Measure H would raise Ontario's sales tax to 9.25%, giving Ontario the highest sales tax in San Bernardino County.

A NO vote on this measure means: you are against enacting a 1/2% sales tax.

Background

The City of Ontario’s combined tax rate is 8.75% with 1.75% of that from local tax measures. California Proposition 218 and Revenue and Taxation Code section 7285.9 authorize the City to levy a general transactions and use/sales tax at a rate of one-half percent (1/2%) so long as the tax is approved by a majority of the voters voting in an election on that issue.

Proposal

If approved, Measure G would authorize a one-half percent (1/2%) retail transactions and use (sales) tax within the City of Ontario. A one-half percent (1/2%) rate equates to an extra 50¢ per $100 purchased. This would raise the combined tax rate in Ontario to 9.25%.
