Smart people have, for years, tried to find a way to make the California Legislature operate more effectively, or even operate at all.
Many proposals have been made, and generally dumped because of feasibility issues. A group even tried to put together a constitutional convention, to completely overhaul state government. Nada. Zip. No way.
